It's perky, vibrant and energetic, as befitting the character. It's a bit more casual looking than Superman's, but it covers her. It says "young, female kryptonian", and doesn't imply that female costumes are by default, skimpy. It also manages to take all of Superman's themes and still give itself a distinctive look.
Looking at this design, it's clear that this is Kara El, the character of Supergirl, not simply a younger, femaler Superman.
